Santa Barbara election lawsuit likely to turn into a numbers game

The lawsuit brought against the city of Santa Barbara alleging that its at-large voting system for City Council seats locks Latinos out of the political process is likely to come down to dueling data and competing experts who have a track record in other cases.

  1. Might have something to do with the fact that half the Latinos in Santa Barbara can not speak/read English very well, maybe if someone took the time to teach them it would allow them to be more involved in the functioning of the community.
